This from a CNN story here:

"WASHINGTON (AP) -- The U.S. weather agency didn't have the phone numbers nor staff to alert all Indian Ocean coastal countries when it saw the first signs that tsunamis could be heading their way, its top official said Thursday."

Seems like they ain't heerd about the intarnet. As a rough guess, using the "six degrees of separation" idea, how many minutes do you think it would have taken to alert everyone in south central Asia who has a net link? (I realize that there aren't too many in poor rural fishing villages, but once a few hundred thousand people had been alerted, maybe the radio stations might have found out ...)
