First, kudos to the US for upping their contribution from $35m to $350m.
Second, kudos to the Canadian gov't who pledged to match any donation amount from citizens to the Red Cross, after already giving $40m, then stated that "this is not the end of the donations" and that a "blank cheque" for relief has been approved.
Third, complete anti-kudos to China, who offered $2.4m. This is a country who has an ongoing space problem, is putting a man on the moon in 2007, has the largest military in the world, and still can't do any better than $2.4m for a huge disaster on its 'front porch'. This is also a country who still receives $54m from Canada every year in aid, even though it's one of the largest economies on the planet.
