As I understand it, When you delete a file on a wintel pc, the file itself remains on the hdd, but the reference to it is removed from the file table.
IF, and only if, the first cluster of the file, with all the header data in it, is still intact the file can be recovered. (although if later files have been overwritten, the file may be partially, or totally corrupt.
