The pocket universe didn't continue after Crisis, the pocket universe was a moment in time stolen by the time trapper and extended into a full universe.
It was the retcon that allowed the legion of superheroes to sorta exist, the trapper put up a barrier so whenever they went back they were shoved into the other universe, however the supergirl part in the legion was retconned to Daxamite (I could be wrong Legion has too many retcons).
The pocket universe followed a similar path as the pre crisis earth 1, except only two planets existed in this Earth and Krypton. Superboy was the only hero in it. The retcon was Superboy dissapeared, (he went into the real universe with the legion and died). Supergirl was crafted by the Pocket Lex Luthor, a body made of protoplasm. She was moddled after Lana Lang, and even thought she was Lana(not supergirl). Lana had died earlier when the Kryptonian criminals attacked. This part is clearly explained in the pocket universe comics, when lex tells what happened.
After Pocket Earth was destroyed the shape shifting supergirl went back with superman... followed by a very crappy plot. The earth angel bit was added far later, when she lost the morphing ability.
