Dick never got to see a complete cut of Blade Runner, in any form. He DID get to see quite a few disjointed reels, so his comments should be taken as referring to the atmosphere, which thanks to Ridley Scott's layering, is very Phildickian, and suitably kipple-filled.

As for cuts of Blade Runner... oh my.
The Workprint.
The Dallas/San Diego Sneak.
The San Francisco Sneak.
The Domestic Cut.
The International Cut.
The Network Cut.
The Director's Cut.

Possibly the Definitive Cut (there are rumours Ridley Scott is working on it for a DVD release Real Soon Now...)
