The descriptions are incorrect. Pipelining is a technique introduced in HTTP/1.1 to allow for the way that web pages were growing more and more embedded content (such as images). Basically, it allows multiple, sequential requests on a single TCP/IP connection, which eliminates the overhead of disconnecting and reconnecting each time (which was required with HTTP/1.0).

Unfortunatly, it's still not fully/properly supported by all servers, and trying to use it on servers which don't support it may be very slow.
