I have an old PII-350 that occasionally will do the same thing--power on, start to spin up hard drive, then immediately power down. I can usually bring it back to life by unlocking then removing the CPU heatsink and CPU assembly, blowing all the accumulated dust and cat fur out of everything, then re-seating the CPU and heatsink back in place (making sure to re-secure the locking devices).
