The WAN port needs to be configured to do DHCP to get an IP address from the ISP.

You'll need to manually configure your connection on the laptop with an IP address that it can see the router with; Go to Control Panel, open Network Connections, right-click on the icon for your LAN connection, and then highlight TCP/IP and click the Properties button. Click on 'Use the following IP address', and then configure it with the IP address 192.168.1.2, subnet mask 255.255.255.0, gateway address 192.168.1.1 and OK out of everything - don't worry about DNS servers for now. This will put the laptop on the same subnet as the router, which will allow you to get to the router by going to 192.168.1.1 with a web-browser.

I don't know what the config screens for the router look like - what kind of AP/router is it?
