Resistance fighters fight soldiers. Terrorists kill civilians while trying to avoid the soldiers. By definition of their acts, there are few resistance fighters and many terrorists. They choose their labels. The terrorists must be stopped. They get to choose how. The problems with the resistance fighters are (1) they often act like terrorists, and (2) they are "resisting" against folks that are on their side.
