it *doesn't* make sense. Maybe if I learned a bit about what exactly cables modems do...

ping 192.168.1.255 if you're on the 192.168.1.0 network is broadcasting. A DHCP server can also specify the broadcast address. It's basically pinging all the machines on the network.
