Seriously, though: you're right. No government can be successful without the acceptance of the governed. If the resistance is spread far enough and wide enough in the population, than any attempted government set up must fail. And maybe it will take the horrors of a (un)Civil War to bring bout the necessary acceptance for a new Iraqi government based on individual rights and on a national eprit-de-corps.
Personally, though, I don't think the resistance to a constitutional government built upon republican ideals is all that pervasive in Iraq. Yes, it's very definitely counter to the views of some extremist factions. But I think most people in Iraq simply want stability and the opportunity to rebuild. The political theory won't matter to them in the least, so long as the government arising from the theory isn't particularly onerous to them. |
