you are proposing going after the leaders of a faction. On the other hand, if you are suggesting, for instance, killing off all the Shia Muslims in Iraq, that would be genocide. Obviously, that is neither an option not necessary. Any resistance group like the Iraqi ones to which you refer are lead by a small number of extremists - go after them. The Nazis were routed out of Germany, resulting in a peaceful country. The IRA and Basque nationalists don't represent the majority of the people they claim to be fighting for, etc.
