Long time to get a solution. Some points from history to remember: Until Britain and the other Imperial powers forced national lines and nation states into the region, the region's boundaries were primarily clan/tribal, as the basis of the regional culture is nomadic. That is the foundation. A Nation-state style government, with "representational" elections is counter to the cultural basis. Until the culture is re-shaped, this tension is going to be there. And I do NOT believe it is appropriate to reshape their culture. What we have to learn is how to dis-engage and encourage a peaceful government foundation until the culture shapes to a point desiring democracy (which is not the norm in the region).
So, genocide is not acceptable, and while a peaceful solution is a laudable goal, I personally do not necessarily believe that the external imposition of a western style democracy to be a good thing in this region, and find it to be an ethically bankrupt idea.
My opinion only.
