PoE that uses the signal wires will inevitably cost more, since filtering capacitors have to be included. Also, there may be a AC component to the injected power that is undesirable - so the DC supply has to be much cleaner (=more expensive).

Back when VG was designed most cable plants consisted of mostly Cat3 wiring. 100BaseTX could only be guaranteed on Cat5, while VG was guaranteed to work on Cat3 - they wanted something that didn't necessitate a wholesale upgrade of the cable plant. There was some built-in QoS in the VG standard, too.

VG was NICE. It died the same death, and for the same reasons, as Beta. Back when the Beta vs. VHS battle was fought.
