I'd've thought that depending on having all 4 pairs wired correctly would make it a bigger pain to implement like that; I've had patch cables that only had the necessary 4 wires punched down in them, and I've seen other cabling and installs that were done in a similar fashion, apparently to save time. Since they were running off straight DC voltage, all it did was shift the signal over by however much +VDC was being injected into the line, which the filter in the device then filtered out.
