They supply a certain voltage at _up to_ a certain current.
If you try and pull more current the voltage will start to drop a bit and the adaptor may start getting a little too warm.
If you pull less current than the rated maximum then everything is happy, the voltage may be a little higher than rated but not by more than a few percent. That is the normal mode of operation.

You can also build what is known as a current source, they will supply a fixed current out of their output at whatever voltage (up to a limit) is required to cause the selected current to flow.
You will never find any consumer equipment that requires a current source as its power input. They are all fixed voltage inputs.

It is physically impossible to build a power supply that supplies a fixed voltage and current into any load you connect to it. That would break Ohms Law.

What probably happened to you is that sometimes the outside of the barrel is positive, sometimes it is the negative connection. If you get a power supply that has positive on the outside and connect it to equipment that has negative on the outside things will go pop. All supplies and equipment has a logo on it indicating which way around power should go.
