The newer cells are rated at 45C

That is cell temperature not ambient. The cells don't heat up much, it's a very efficent charge process, the problem is that the charger circuit (where the sensor I'm reading is) does heat up a lot and is next to the cells.
Which basically means you can't charge for long with an ambient much above 30C.

Unless you want some entertainment value that is.
