There almost certainly are some cases of little children being kidnapped for camel races. I don't have any statistics or anything, but there are some links in ManiacJoe's post. I'd heard about this when I lived in the UAE. IIRC, the rider doesn't really have to do anything; it's just that the rules require a human sitting on (or tied to) the camel.
