But possible.

First, boot.ini isn't copied off the CD. It's auto-generated (at least, that's what seems sensible to me, since the partition is unknown until you run the install).

Second, it's not likely that boot.ini would just get corrupted on its own, but, as I said, it's possible. More likely, there's a problem with the first few sectors on the disk (or a bad cable, or bad motherboard, etc.).
