I took the ending sequence to mean that someone infected ran there for cover, or just pure luck, before they became a zombie, then infected the rest of its population. They should have just stayed in there mall :) Pleanty of food, and worked out a way to get the guy over from the gun shop, or atleast come up with a not stupid idea to get him food.
