An island isolated from outside contact should in theory not have the same diseases as the mainland. The fact that the island they landed on means one of 2 things. It was not isolated during the infection period or that the disease was caught another way. This could be "hell being full" meaning that any of their dead became zombies or that the disease reached them another way. The film makers probably didn't too deeply into this so I think we are to make the assumption that the island wasn't isolated. As for Hell being full, I think we can assume this is wrong because a) it was something that the news reported and not an actual fact and b) People killed not though bites did not become zombies.
