You're supposed to deal with the immediate problems first, then deal with the less immediate ones. First priority is to turn the aircraft into a glider promptly, only once the plane is in a stable configuration should you be deciding what to do about a landing site. Any suitable runway within safe gliding distance is a far better bet for a safe landing than a road, that's more due to street furniture than traffic. Of course I have no idea of what the wind/weather conditions were like at the time.
