No one like to be responsible when things go bad. :-) In this case the US military is not allowed to even be there. US foreign policy is definately not all it could be.... The way I understand the Columbian thing, the Columbians are contracting with Grumman at the recommendation of the Pentagon due to the Pentagon not being allowed to do the work. The money that Columbia is paying to Grumman was received from Congress as foreign aid. (It is possible I do not have this right.)
