We are of course all technical people and hence come up with technical solutions to the problem. I don't think anyone has really accepted it for what you were trying to ask. Chuck obviously doesn't wish to arrest them but it his duty to do so but he is given the opportunity to let them get away without it reflecting badly on him and his crew. Personally I wouldn't chase, but I haven't spent many years in the coast guard building up my career and doing the right thing. If I was chuck I would follow according to pre-written criteria whatever that would be. Short question, isn't there a law that if a cuban makes it to american soil he is allowed american citizenship? Or is that an old wives tale?
