With respect to safety it would be better to allow the boat to land safely on the beach. The Captain can call in and advise authorities where the immigrants have landed so that they can be intercepted later. The Captain can also bring his inflatable to shore when he is a: instructed to and b: when the boat carrying the illegal immigrants is close enough to be shore that its passengers are not in grave danger.
