intercepting them further out where it would have been safer to do so would have been correct. Doing so close to shore where loss of life could occur is not justified. I have mixed feelings about accepting illegal immigrants into my country, but our society (Canada, USA, same thing in this case) simply wouldn't condone endangering the lives of these people in such a situation. An acceptable alternative would be to send them back on the first available safe boat.
