improve saftey of children to some extent. But nothings perfect. I know as my son was assulted. He had been street proofed even though at the time he could barely speak.(due to his disabilities he didn't speak til later) However he did get out what happened and the person responsible was dealt with so that they wouldn't do this to another person again.

So things aren't perfect and never were. But things can improve. But you can't stay in a plastic bubble or keep your children and elderly there either. People have to live. Otherwise you stagnate or you rebel.
