then he is duty bound to do it. However, if the inflatable is not capable of stopping the boat, launching it only wastes resources and endangers the lives in the other boat. Who the illegal immigrants are makes no difference. If the CG launch the inflatable, and some choose to swim for it, that bad decision is made voluntarily by the swimmer who has no one to blame but himself for any bad outcomes of that bad decision. All this said from my comfortable office, not the rocking bridge of the cutter.
