Let the boat do it's thing. It's a risk to safety and such to do otherwise. Instead have immigration on the shore round them up and send them back. Unless it becomes apprent that they are swimming in and they are having problems because they could die.

However if this were reality I'd be ordered to persue and would have to follow it unless it was risk to me and my crews lives. I have heard they will let some illegals drownd if they try to get in by swimming. I think the rule by US immigration is if they can swim to shore on their own they are in. If someone helps them they are prosecutable. So it isn't uncommon for some to swim in.

Personally I can see officers giving special circumstances to an odd case. But such boat people cases involve many. Like they did here. If they get a ton of them they have to process each giving them a chance for their speil. Some can stay, some go back and some help in the prosecution of the smugglers if they aren't too afraid, etc. However the immigration people have a job to do. If they can't handle it in the department they are in they need to move on or change careers. Sometimes it might be a cold thing but it's not the only job where having a heart can be a hard thing.
