If he were to launch the inflatable some of them would likely jump overboard and try to swim for it. As a coast guard officer he is responsible for helping people in the water that are in trouble. The inflatable would then have to be used to rescue the swimmers anyhow. It would be better to just let them land but notify the ground based personnel that there are illegals on the beach and watch them until backup arrives.
