carries more weight. If his orders about keeping boats away at all costs, then is orders are clear. If his orders are phrased in a context of "We don't want to see the bodies of the innocent floating ashore" than his actions are clear for him again.
By your example, Chuck has done this repeatedly. He probably knows what to do.
Personally, I would keep my instructions from my superiors as close to the latter as possible. This gives me the flexibility to make the more humane choice. Having said that, orders are orders, and if you cannot live within that context, you need to step down. You can make a command decision as part of that resignation as well.
