(well, I'm assuming the "outboard-powered inflatable" was a Zodiac) But... tell the crew that the air in it smells stale, they need to empty it, and fill it by hand (poooof inhale poooof inhale pooof) and have it inspected for safety before launching... Why? Because it's the right thing to do. His ultimate constitutional duty is to protect life - by sending the inflatable in, he could be responsible for taking lives. Thus "mechanical failure" for a brief delay, THEN launch the Zodiac.
