(well, I'm assuming the "outboard-powered inflatable" was a Zodiac)

But... tell the crew that the air in it smells stale, they need to empty it, and fill it by hand (*poooof* *inhale* *poooof* *inhale* *pooof*) and have it inspected for safety before launching...

Why? Because it's the right thing to do. His ultimate constitutional duty is to protect life - by sending the inflatable in, he could be responsible for taking lives. Thus "mechanical failure" for a brief delay, THEN launch the Zodiac.
