I mediated a positive end to a dispute I had with the government. If I wanted to I could of filed multiple complaints and cited the anti hate law at the time. I actually threatened to invoke the anti hate law in dealing with discrimination/harassment my son had been experiencing at school. He was specifically and quite blatantly being harassed because he's mentally challanged. I had confronted the child in question and the child was pretty brazen.(I note I confronted them in english *and* cantonese) I told the principle if the boy persisted I'd file charges citing the anti hate laws as the boy was promoting hate against my son. Lets just say it got dealt with fast and the principle understood my view on the matter.

You can't promote hate. Be it of gender, race, religion, or functionality. People will try but there are ways to combat it with the anti hate law and other laws on the books that aren't part of the anti hate law. Freedom of speech is also protected so you can state your views if you want but you can't pressure/promote others to act on such views or suggest violence, etc based on views. If I remember the legislation right. It's been awhile since I read it and other human rights legislation.
