AFCIs cut power to an arcing circuit in no more than 8 half-cycles. 4 cycles or 0.067 seconds is not sufficient time to generate enough arc heat to cause a fire. I've seen theatrical AFCIs in action, and they work impressively quickly: in most cases I've seen, the insulation hasn't even begun to melt around the arc area before the AFCI interrupted the current--the trip current is around 30mA for these units.
