Really, persistence is the name of the game. The realities of the print publishing industry are such that you have to kiss a lot of frogs to find your prince. It's only bad when a frog tries to play tonsil hockey with you. Try some of the other publishers and see what they say, but make sure the proposal is properly fleshed-out.
