Keep in mind I have a son who has stuff and he does what you just described.

1) Possible poor auditory memory. They really don't quite hear you. It just doesn't 100% register or they only caught part of it.

2) They have echopractia and can't help repeating their own words.

3) They are obsessive compulsive.

I doubt they realize they have an issue. Alot of times people with such issues really don't get why people are mad. They are quite oblivious. Or maybe they know and are embarassed and don't really want to face they have an issue. Either way such people sometimes need shocked out of it. To do this you change the topic or don't respond. Then they wonder why you've done that you just remind them you had responded a few times though they may not of heard you. So you figured it was time to move on conversationally. I do that with my son because trust me having the same questions, etc repeated 4-10 times is irritating as hell.
