On the mandated one browser solution, keep in mind that not everyone in this business sits at PC hardware, many are on engineering (Unix) workstations, for which IE is not a solution. Quite frankly, Mozilla seems to be in the best position wrt the range of supported platforms.

I understand that what is needed is a more capable client than simple cgi spewing html. Is this really a matter of needing an expanded GUI style widgets set? Does it have to do with state retention (client side w/ something other than cookies)?

And to this point in web evolution everything after html seems to be a grab for the ring by a corporate power (Sun w/ Java, M$ with any number of the things you mention).
