This is a common problem on fixed ported carbuators: lawn mower, small bikes and lawn tools. It's usually gaused by the alcohol that holds the additives in solution dries out leaving goop in the carb.

The solution we always taught the mechanics were:
1 (ideal) take the carb out and soak in solvent tray.
2 (quite good and what most actually do) , remove the fuel line from the carb and spray carb cleaner through the fuel nozzle, clean up the mess!!! It can be dangerous it burn hotter than gas.
3 (poor) remove the fuel line and use air and wire to clean the line.

Future prevention: sta-bil or similar fuel preservative or run the unit dry. Teh first work better in my experience.
