I think that whatever your own level is, i.e. gifted or so so, you still may benefit from better ways of teaching.
And as such, a better university will get your better potential than some other university, no matter what your potential is.

Practically, if you feel you may not make it in one of the top schools, it may be better to go to a school where your level will feel "at home". Otherwise in a top school you may feel overwhelmed, do poorly under the pressures, and may be worse than you'd be in a school for your level.

But I'd say .. I feel I can manage going to a better school. It's just too uncomfortable and taxing to move to another state just for education. i.e. leaving family, leaving friends, leaving connections, etc, as most likely a top school is not close to your area.

I'm in a position where some things look cool to try, and they are cool to try, yet actually trying these things is not as easy (anymore?), and requires a substantial deal of sacrifices.
These things are like, i.e. going to MIT or a similar school, among other things.
