    My company uses virtual includes all the time by Merlin 2004-12-06 15:14:24
and we are running IIS.

Is the file-to-be-included in the same directory (or a sub-directory there-under) as the file you are displaying?

I'm pretty sure IIS is picky about that aspect of it.
