Second, because you can't silence anything that big.
Third, because a silencer is stupid - by the time the enemy hears the shot, he's already been hit.

OR
a 'bullet trap' (like ballistics experts use) for artillery shells to allow measurement and testing of muzzle velocity, different powder/shell designs, barrel wear effects, different muzzle break combinations, etc.
