Something few people realize is that ethernet only uses two pairs of wires. That leaves enough for 2 phone lines.

In the basement he should put in a patch panel, an RJ11 or 12 will fit into an rj45 socket - so only one patch panel is absolutely needed.

here is a guide

1,2,3 and 6 are the pins that need to be connected.

You can get jacks ( either wall mounted or sunken) that will allow you to have both connctors in the same unit.

The most important thing will be whether or not there is enough slack in the basement.
