I think it is Stupid to require people to stay in lane 1. That just puts them in the way of entering and exiting traffic. (Of course, part of the problem there is that some stretches of highway have far too many ramps.) Lane 2 should be the through traffic lane. Lane 1 should be for slow traffic, and entering and exiting traffic. Lane 3 (and above) should be passing lanes.
