you're in your username's directory and have the permissions of your username.

I'm not 100% sure how windows handles it, but I know in *nix environments, webservers tend to run as user 'nobody' or 'httpd' or something like that, and have limited access to the filesystem. I only had IIS on my win2k machine for a very brief time period, and never dealt with transfering files in that maner.

Maybe you could test the theory with a basic upload script to see if it can write/read from the filesystem? Also check the control applets for the script directories (momentary flash of remembering IIS) and make sure that they're set to allow filesystem reads/writes.
