The onus is on THEM to do the lane changing. This avoids you both trying to change into the same lane.

(Of course, you also don't travel in the overtaking lane.)

The one exception is emergency vehicles, where you are REQUIRED to move over. But they give you plenty of advance warning to find a safe gap.
