We have a lot of dense traffic here. If you have a highway that's at the limit of it's capacity and someone breaks without a reason the next car and maybe the next 10 or 20 cars have the chance to break, too, if they have left enough space.

There were some cases where people breaked to "teach other people a lesson" and then somewhere 20 cars back was the start of a big accident with dozen of car's involved because of the accumulating reaction time of the drivers.

There were studies that showed that people breaking without reason DID cause major accidents.
