If the lights just came on he would have reacted or should have and probably did. If the car didn't slow down at all an accident wouldn't have happened but evidently the car did slow down.

The fact that he was tailgating so close that a 5kph drop in speed caused him to crash means that the guy was an idiot driving way too close to someone.

You're telling me not to respond without thinking but you're doing the same. The fact is that the car slowed down by braking.
