What if they're only going to cause more harm than good if someone launches a nuclear missile at the motorway behind you?

Would you plan for that as much as you would for someone doing 192kph up your rear door? They are both things you shouldn't need to prepare for if you're driving and the fact is that anyone doing 192 on the motorway knows that he will have to deal with drivers who aren't prepared to deal with someone doing such insane speeds.

Knowing this, the fast driver makes a rational choice. Put people who aren't able to deal with 192kph drivers in a position where they have to, or drive sensibly. The other drivers have no opportunity to make such a rational choice, the situation is forced upon them in spite of laws which are supposed to stop them from being exposed to it.
