You have no idea _why_ she braked. You see exactly one or two reasons that you presume to be bad, but you don't know because you cannot ask her. His speed was not justified. He admitted it (though he seems to think otherwise). It was incredibly stupid and dangerous to other drivers. Considering how fast he was going, it's entirely possible that she didn't even know he was there. It's a given that she couldn't estimate his speed properly. 90% of the blame is clearly on him. IMO, her crime is a misdemeanor, his a felony.
