I'd say if I needed $212, I'd articulate it enough as to leave no doubt that it's "two hundred and twelve". I wouldn't leave people guessing.

"two twelve" in otherwise common situation means $2.12.
And if that's what the guy needed, I would give them $2.12 in full. It's not that much afterall.

Now if I needed 212 and I got $1, I'd probably be confused too. But I wouldn't return $1, because that would be denying the best intentions of the giver. The way I was raised, I guess wouldn't allow me to do that. Also, explaining why I'm returning $1, and insulting the giver will take overall more energy than $1 is worth.
